National Council (Namibia)

The National Council is the upper house of the Parliament of Namibia. It consists of representatives elected by the regional councils of Namibia's fourteen regions. Each regional council elects two of its members to serve in the National Council.

The primary role of the National Council is to review bills passed by the National Assembly (the lower house) and to make recommendations on matters of regional concern. While the National Assembly is responsible for making laws, the National Council provides a platform for regional interests to be considered in the legislative process. The National Council can approve, reject, or propose amendments to legislation. However, the National Assembly can override a rejection or amendment proposed by the National Council with a two-thirds majority vote.

Members of the National Council serve six-year terms, coinciding with the terms of the regional councils that elect them. The National Council plays a crucial role in ensuring regional representation and participation in the government of Namibia. The chairperson of the National Council is elected from among its members. The Council also has a deputy chairperson and various standing committees to facilitate its work.
