ECHELON

ECHELON, often stylized as Echelon, was a signals intelligence (SIGINT) collection and analysis network operated by the governments of several English-speaking countries under the UKUSA Agreement. These countries include the United States, the United Kingdom, Australia, Canada, and New Zealand. While the existence of ECHELON was initially denied by the governments involved, its existence and general purpose have since been acknowledged, though specifics regarding its capabilities and targets remain largely classified.

The primary purpose of ECHELON was reportedly to monitor satellite communications, telephone calls, fax, e-mail, and other data transmissions globally. The system allegedly used a network of strategically placed listening posts around the world to intercept and filter communications based on keywords, addresses, voice recognition, and other criteria. The intercepted data was then analyzed and shared among the participating intelligence agencies.
