House of Representatives (Libya)

The House of Representatives (Libya), also known as the HoR, is the unicameral legislature of Libya, formed following the 2014 Libyan parliamentary election. Due to security concerns in Tripoli, the HoR relocated to Tobruk, a city in eastern Libya, shortly after its formation.

The HoR was intended to replace the General National Congress (GNC) as the primary legislative body of the country, as part of a transition outlined after the 2011 Libyan Civil War. However, the GNC, dominated by Islamist factions, refused to dissolve itself, leading to a dual power structure with the HoR initially recognized internationally as the legitimate government.

The legitimacy and control of the HoR have been consistently challenged, especially given the continued presence of the GNC (later reformed as the State Council) and the broader political fragmentation within Libya. Various peace initiatives and negotiations have aimed to unify Libya's political institutions, including the HoR and the State Council, into a single, representative government. The ongoing political instability and civil conflict in Libya have significantly impacted the functioning and effectiveness of the HoR. The current status and influence of the HoR are subject to the fluctuating dynamics of Libyan politics.
