The Sankey Commission (1919): Officially titled the Coal Industry Commission, this was one of the most significant. The commission's terms of reference were to inquire into the position of, and to report on, the coal industry, and in particular on questions connected with the possibilities of state ownership and control, and of improvements in the working and living conditions of workers in the industry. The Sankey Commission produced multiple reports with differing recommendations, including proposals for nationalisation, which were ultimately not fully implemented at the time.
