Assistant Secretary of the Navy (Financial Management and Comptroller)
The Assistant Secretary of the Navy (Financial Management and Comptroller) (ASN (FM&C)) is a civilian official within the United States Department of the Navy who reports to the Secretary of the Navy. The ASN (FM&C) serves as the principal advisor to the Secretary of the Navy and other senior leaders on all matters related to financial management.
The primary responsibilities of the ASN (FM&C) include:
- Budget formulation, justification, and execution for the Department of the Navy (including the Navy and Marine Corps). This encompasses the development and submission of the annual budget request to Congress, as well as overseeing the implementation of the approved budget.
- Financial policy and procedures: Developing and maintaining financial policies and procedures that ensure sound financial management practices throughout the Department of the Navy.
- Accounting and reporting: Supervising the Department of the Navy's accounting systems and ensuring the accuracy and integrity of financial reports.
- Auditing and internal controls: Overseeing internal audits and establishing internal controls to prevent fraud, waste, and abuse.
- Cost analysis: Providing cost analysis support to decision-makers across the Department of the Navy.
- Financial systems: Managing the Department of the Navy's financial systems.
The ASN (FM&C) also oversees the Navy's comptroller organization, which includes numerous financial professionals stationed at various locations around the world. This organization is responsible for executing the day-to-day financial management tasks necessary to support the Navy's operations.
The position is a Presidential appointment requiring Senate confirmation. The ASN (FM&C) works closely with other senior leaders in the Department of the Navy, including the Chief of Naval Operations (CNO) and the Commandant of the Marine Corps (CMC), as well as with officials in the Office of the Secretary of Defense and the Office of Management and Budget.
