Thomas Smith (1745 – May 1, 1809) was an American lawyer, jurist, and politician from Pennsylvania. He served as a member of the U.S. House of Representatives for Pennsylvania's 3rd congressional district from 1797 to 1799.
Born in that part of the county of Londonderry Ireland that became the county of Donegal, he emigrated to America. Smith read law, was admitted to the bar, and commenced practice in Huntingdon, Pennsylvania.
He held several local and state offices before his congressional service. Smith was a member of the Pennsylvania Provincial Conference in 1775 and served in the Pennsylvania Constitutional Convention in 1776. He was appointed a judge of the Pennsylvania Supreme Court in 1794, serving until his resignation to take his seat in Congress.
In Congress, Smith was a Federalist. After serving a single term, he did not seek re-election. Following his term in Congress, he returned to his judicial career, resuming his position on the Pennsylvania Supreme Court, where he served from 1799 until his death in Philadelphia in 1809. He is interred in the Christ Church Burial Ground.
