The Information and Communication Technologies Authority (ICTA) (Turkish: Bilgi Teknolojileri ve İletişim Kurumu (BTK)) is the telecommunications regulatory authority of Turkey. It is responsible for regulating the electronic communications sector, including telecommunications, internet, and broadcasting services.
The ICTA's primary functions include:
- Licensing and Authorization: Granting licenses and authorizations to telecommunications operators, internet service providers, and other entities providing electronic communication services.
- Regulation and Supervision: Developing and enforcing regulations related to competition, consumer protection, network security, and other aspects of the electronic communications sector.
- Spectrum Management: Managing and allocating radio frequency spectrum for various telecommunications services.
- Dispute Resolution: Resolving disputes between operators and consumers regarding electronic communication services.
- Market Analysis: Analyzing market trends and competition within the electronic communications sector.
- Standard Setting: Establishing technical standards and regulations for electronic communication equipment and services.
The ICTA operates independently from the government, although it is subject to parliamentary oversight. Its structure includes a Board, consisting of members appointed by the government. The agency aims to promote fair competition, protect consumer interests, and foster the development of the information and communication technologies sector in Turkey. The BTK's role and authority have been subject to debate, particularly concerning issues of internet censorship and freedom of expression.
