National Policy Statement (New Zealand)
A National Policy Statement (NPS) in New Zealand is a directive issued by the Minister for the Environment under the Resource Management Act 1991 (RMA). Its purpose is to provide a framework for regional policy statements and regional and district plans, promoting matters of national significance. It is a key instrument in achieving national consistency in resource management.
NPSs set objectives and policies regarding specific resource management issues. Local authorities (regional and district councils) are legally required to give effect to these objectives and policies in their planning documents. This means that when developing or amending regional policy statements, regional plans, and district plans, councils must ensure these documents are consistent with the direction provided in the relevant NPS.
The process for creating an NPS typically involves consultation with various stakeholders, including local government, iwi (Māori tribes), industry groups, and the general public. The Ministry for the Environment provides advice to the Minister on the need for and content of potential NPSs.
NPSs can cover a wide range of topics. Examples include matters relating to freshwater management, urban development, renewable electricity generation, and indigenous biodiversity. Once an NPS is gazetted, it becomes law and has a significant influence on resource management decision-making throughout New Zealand.
