Born in Worcester, England, Hastings was educated at Bromsgrove School and Christ Church, Oxford. He was called to the bar at the Middle Temple in 1850.

Hastings entered Parliament in 1880, representing the East Worcestershire constituency. He was known for his advocacy of progressive causes and his strong support for land reform. He served as a Justice of the Peace for Worcestershire and Herefordshire, and was actively involved in local affairs.
