Council of State (Timor-Leste)

The Council of State (Portuguese: Conselho de Estado, Tetum: Konsellu Estadu) is an advisory body to the President of Timor-Leste. It is established by the Constitution of Timor-Leste. The Council's primary function is to provide advice to the President on matters of national importance, particularly in situations involving the potential dissolution of the National Parliament or other significant constitutional issues.

The composition of the Council of State is defined by the Constitution. Members include:

  • The President of the National Parliament.
  • The Prime Minister.
  • Five citizens appointed by the National Parliament.
  • Five citizens appointed by the President.

The Council of State is consulted by the President before the President exercises certain constitutional powers, such as dissolving the National Parliament, declaring a state of siege, or requesting a referendum. While the Council offers advice, the ultimate decision-making power remains with the President. The Council's advice is not binding.
