Administrative divisions of Latvia (2009–2021)

The administrative divisions of Latvia from 2009 to 2021 consisted of 110 municipalities (Latvian: novadi) and 9 republican cities (Latvian: republikas pilsētas). This structure was established on 1 July 2009, following a major administrative-territorial reform. Prior to this reform, Latvia was divided into 26 districts.

The municipalities were created by merging existing rural territories (parishes or pagasti) and smaller towns. The nine republican cities—Daugavpils, Jēkabpils, Jelgava, Jūrmala, Liepāja, Ogre, Rēzekne, Valmiera, and Ventspils—enjoyed a special status with more autonomy and directly administered their own territories. The city of Riga, the capital, was also a republican city but was governed under a separate law.

The municipalities and republican cities were the first-level administrative divisions of Latvia during this period. They were responsible for providing local government services, such as education, social services, infrastructure maintenance, and public order, within their respective territories. Municipal councils, elected by local residents, governed the municipalities and managed their budgets.

The administrative divisions were further subdivided into parishes and towns. These were second-level administrative divisions within the municipalities. However, they did not possess a separate administrative structure or legal autonomy but were rather territorial units for administrative purposes.

This administrative structure was in place until 1 July 2021, when another major administrative-territorial reform came into effect. This subsequent reform significantly reduced the number of municipalities, consolidating them into larger units.
