National Organization of Russian Scouts (Scouts-in-Exile)
The National Organization of Russian Scouts (NORS) (often referred to as Scouts-in-Exile) is a Scouting organization established by Russian Scouts who fled Russia following the Russian Revolution and the subsequent rise of the Soviet Union. Existing primarily outside of Russia for much of its history, it aimed to preserve Russian Scouting traditions and ideals in exile, fostering a sense of community and national identity among young Russian émigrés.
NORS chapters were established in various countries with significant Russian diaspora populations, including France, the United States, Argentina, Australia, and other nations. The organization focused on providing a Scouting program that incorporated both general Scouting skills and elements of Russian culture, history, and Orthodox Christianity.
While preserving traditions, NORS also adapted to the cultures of their host countries, becoming involved in local Scouting events and activities. This helped its members integrate into their new communities while maintaining their Russian heritage.
Following the collapse of the Soviet Union, opportunities arose for NORS to re-establish Scouting within Russia. This involved providing support and guidance to newly formed Scout groups and organizations within Russia itself, helping to revive the Scouting movement in its homeland.
The current status of NORS involves a complex interaction between maintaining diaspora chapters and supporting the growth of Scouting within Russia. It acts as a bridge between the Russian Scouting tradition and the international Scouting movement.
