James E. Lyons (academic)

James E. Lyons (born in Jersey City, New Jersey, in 1943) is an American academic who served as president of several universities. He is best known for his tenures at Bowie State University and Jackson State University.

Lyons received a Bachelor of Arts degree in Political Science from Benedict College in 1965 and a Master of Arts degree in Urban Studies from the University of Wisconsin-Milwaukee in 1969. He earned his Ph.D. in Political Science from Atlanta University in 1972.

Prior to his university presidencies, Lyons held various administrative and faculty positions at institutions including the University of the District of Columbia and the Maryland Higher Education Commission.

Lyons served as President of Bowie State University from 1983 to 1999. During his tenure, Bowie State experienced significant growth in enrollment and academic programs. He also oversaw the development of new campus facilities.

Following his time at Bowie State, Lyons became President of Jackson State University in Mississippi in 1999, serving until 2003. His presidency at Jackson State was marked by efforts to enhance the university's academic reputation and fundraising capabilities. He also dealt with challenges related to infrastructure and financial stability.

After leaving Jackson State, Lyons continued to be involved in higher education, consulting on leadership and management issues. He has also served on various boards and committees related to education and community development. His contributions to historically black colleges and universities (HBCUs) have been particularly noteworthy.
