The song was written by Luuk van Beers, Alan Roy Scott, Sarah Lake, and Ana Soko, and was produced by Luuk van Beers.

"Cleopatra" is a blend of world music, incorporating elements of Azerbaijani, Middle Eastern, and Balkan sounds. The lyrics make references to historical figures, including Cleopatra, as well as elements of mythology and spirituality, aiming to convey a message of female empowerment and resilience. The song's title refers to Cleopatra VII Philopator, the last active ruler of the Ptolemaic Kingdom of Egypt, known for her intelligence, diplomacy, and strategic prowess.

The song was selected internally by İctimai Television (İTV), the Azerbaijani broadcaster, to represent the country at Eurovision. Following the cancellation of the 2020 contest, Efendi was internally selected again for the 2021 contest.
