Basic People's Congress (political)

The Basic People's Congress (基层人民代表大会, Jīcéng Rénmín Dàibiǎo Dàhuì) is the lowest level of the People's Congress system in the People's Republic of China. These congresses are established at the level of townships, towns, and districts directly under a city, as well as in certain municipalities. They are the primary bodies responsible for representing the interests of the local populace and exercising local state power.

The functions of the Basic People's Congress include:

  • Electing Delegates to Higher Level People's Congresses: They are responsible for electing delegates to the People's Congresses at the county or city level.
  • Overseeing Local Government: They supervise the work of the local people's government and the local people's court. This oversight includes reviewing and approving work reports.
  • Making Local Laws and Regulations: While most legislative power resides at higher levels, Basic People's Congresses can, within the bounds of higher laws and regulations, make decisions on matters within their jurisdiction, particularly regarding local economic, cultural, and public affairs.
  • Approving Local Budgets: They approve local economic and social development plans and budgets.
  • Hearing and Addressing Public Grievances: They serve as a venue for citizens to voice their concerns and complaints to local government officials.
  • Electing Local Government Officials: They elect the head and deputy heads of the local people's government.

The delegates to the Basic People's Congresses are directly elected by the residents of their respective jurisdictions. This direct election is the most direct form of electoral participation for the majority of Chinese citizens.

These congresses are a key component of the Chinese political system, intended to provide a channel for popular participation and oversight of local government.
