Prior to becoming Governor of Belgorod Oblast, Bozhenov held various positions within the Astrakhan regional administration, including serving as the mayor of Astrakhan from 2004 to 2011. His tenure as mayor was marked by initiatives focused on urban development and infrastructure improvements.
