Yeltsovsky District

Definition
Yeltsovsky District (Russian: Ельцовский район) is an administrative and municipal district (raion) of Altai Krai, a federal subject of the Russian Federation.

Overview
Located in the northeastern part of Altai Krai, Yeltsovsky District encompasses a territory of roughly 3,000 km² (exact size varies among sources). The district is wholly rural; its administrative centre is the selo (village) of Yeltsovka. According to the 2010 Russian Census, the district’s population was approximately 8,500 inhabitants, with the administrative centre accounting for about half of that figure. The population is predominantly ethnic Russian, with minorities of other Slavic and indigenous groups.

The district’s economy is based primarily on agriculture, forestry, and limited mineral extraction. Crops cultivated include cereals, potatoes, and legumes, while livestock farming focuses on cattle and sheep. The forested areas support timber harvesting and related processing activities.

Etymology/Origin
The name “Yeltsovsky” derives from the Yeltsovka River, which flows through the district, and from the selo of Yeltsovka that serves as the administrative hub. The root “елец” in Russian can refer to a type of forested area or a small river, which aligns with the district’s geographical features.

Characteristics

  • Geography: The district lies on the West Siberian Plain, featuring a mixture of steppe, forest-steppe, and taiga zones. It experiences a continental climate with cold winters and warm, relatively short summers.
  • Administrative Structure: Yeltsovsky District is subdivided into several selsoviets (rural councils), each governing a group of villages and hamlets. The district is represented in the Altai Krai legislative assembly.
  • Transport: Road connections link Yeltsovka with neighboring districts and the regional centre, Barnaul. There are no major rail lines within the district; the nearest railway stations are situated in adjacent districts.
  • Education and Culture: The district maintains a network of primary and secondary schools, a cultural center, and a library in Yeltsovka. Traditional Russian folk festivals are celebrated locally.
  • Demographics: Population trends have shown a gradual decline since the 1990s, consistent with broader rural depopulation patterns in the region.
