William C. Payne (August 28, 1933 – December 16, 2022) was an American attorney and politician who served as a member of the Maryland House of Delegates, representing District 40 (Baltimore City) from 1995 to 2007. Later, he attended the University of Maryland School of Law, obtaining his Juris Doctor (J.D.) degree. He was admitted to the Maryland Bar in 1961.
Legal and Political Career

Payne was first elected to the Maryland House of Delegates in 1994, representing District 40, which covers parts of West and Central Baltimore.
