Viorel Hrebenciuc

Born on August 6, 1953, in Buhuși, Romania, Hrebenciuc was a key figure within the Social Democratic Party (PSD), one of Romania's major political parties.

Early Career and Political Ascent Hrebenciuc's political career began after the Romanian Revolution of 1989. He quickly rose through the ranks of the post-communist political landscape. He served multiple terms as a deputy in the Chamber of Deputies, the lower house of the Romanian Parliament, representing Bacău County. His influence within the PSD grew significantly, and he held various important positions, including Secretary-General of the Government during the Adrian Năstase cabinet (2000-2004) and leader of the PSD parliamentary group in the Chamber of Deputies. He was considered one of the party's strategic minds and a skilled negotiator.

Controversies and Legal Issues Hrebenciuc's career was increasingly marked by allegations and convictions related to corruption. He became a symbol of political corruption in Romania, particularly in the 2010s, as the National Anticorruption Directorate (DNA) intensified its efforts against high-level graft.

Key cases in which he was involved include:

  • "Gala Bute" Case: While not directly convicted in this specific case, his name was frequently associated with it due to his political influence and connections to other defendants, including former minister Elena Udrea.
  • Forest Retrocession Case (also known as the "Retrocedări" case): This was one of the most significant corruption cases involving Hrebenciuc. He was accused of participating in an illegal scheme to fraudulently obtain large areas of forest land, causing substantial damage to the state budget. In 2018, he was definitively sentenced by the High Court of Cassation and Justice to two years of imprisonment for influence peddling in this case.
  • Other Influence Peddling and Bribery Cases: Over the years, Hrebenciuc faced multiple investigations and charges related to using his political position for personal gain, including allegations of influence peddling to facilitate the appointments of certain individuals to public offices and to intervene in legal proceedings.

Decline of Political Influence and Imprisonment Following his convictions, Viorel Hrebenciuc's political career effectively ended. He resigned from Parliament and withdrew from public life. He served his prison sentences in various facilities. His case, along with those of other high-ranking politicians, highlighted the challenges of combating corruption at the highest levels of Romanian politics.
