Valeria Hontareva (Ukrainian: Валерія Олександрівна Гонтарева; 30 May 1964 – 20 July 2022) was a Ukrainian economist and central‑bank official who served as the Governor of the National Bank of Ukraine (NBU) from 2014 to 2018. She was the first woman to hold the position.
Early life and education
Born in Kyiv, Ukrainian SSR, Soviet Union, Hontareva graduated from the Kyiv Institute of National Economy (now the National University of Kyiv-Mohyla Academy) with a degree in economics. She later earned a Ph.D. in economic sciences, focusing on monetary policy and banking regulation.
Career
- 1990s–2000s: Hontareva held various senior roles in Ukraine’s banking sector, including positions at the State Savings Bank of Ukraine (Oshchadbank) and the Central Department of Banking Supervision of the NBU. She later served as Deputy Governor of the NBU from 1998 to 2005, overseeing banking supervision and financial stability.
- 2005–2014: She worked in the private sector, including as a senior adviser at the European Bank for Reconstruction and Development (EBRD) and as a consultant on banking reforms.
Governor of the National Bank of Ukraine (2014–2018)
Appointed by President Petro Poroshenko in March 2014, Hontareva assumed the governorship amid a severe economic crisis following the 2014 Ukrainian revolution and the annexation of Crimea. Key initiatives during her tenure included:
- Implementing a highly restrictive monetary policy to stabilise the national currency, the hryvnia, and curb inflation, which fell from over 24 % in early 2015 to below 10 % by 2017.
- Introducing a new, more transparent banking licensing regime and strengthening the NBU’s supervisory framework, resulting in the consolidation of the banking sector and the closure of several insolvent institutions.
- Pursuing a “clean‑up” of the banking system by initiating legal actions against banks involved in money‑laundering and corruption, which attracted both domestic and international criticism.
- Negotiating a €15 billion International Monetary Fund (IMF) programme and securing additional financing from the European Union and the World Bank to support fiscal consolidation and economic reforms.
Resignation and later activities
On 12 May 2018, Hontareva resigned from the NBU, citing personal reasons. Her departure coincided with ongoing investigations into the NBU’s handling of banking reforms and allegations of undue political pressure. After leaving the central bank, she returned to consultancy work, advising on financial sector reforms in Eastern Europe.
Death
Valeria Hontareva died on 20 July 2022 in Kyiv after a prolonged illness. Her death was publicly announced by her family and reported in major Ukrainian media outlets.
Legacy
Hontareva is credited with restoring macro‑economic stability in Ukraine during a period of geopolitical turmoil and for advancing the transparency and resilience of the Ukrainian banking system. Critics, however, have highlighted concerns about the social impact of her strict monetary tightening and the controversies surrounding the NBU’s anti‑corruption measures.
