Thomas J. Downey was born on March 30, 1949, in New York City. He earned a Bachelor of Arts degree from the University of Rochester in 1970 and a Juris Doctor from Cornell Law School in 1975. While still a law student, Downey was elected to the U.S. House of Representatives, representing New York's 19th congressional district, and took office on January 3, 1975, at age 25, making him one of the youngest members of Congress at the time.

During his 24‑year tenure, Downey served on several committees, most prominently the House Committee on Energy and Commerce, where he was involved in legislation concerning environmental protection, public health, and consumer safety.
