Stian Berger Røsland

Stian Berger Røsland (born 26 June 1976) is a Norwegian politician affiliated with the Conservative Party (Høyre). He is best known for serving as the governing mayor (byrådsleder) of Oslo from 2009 to 2015, leading the city’s executive cabinet.

Early life and education
Berger Røsland was born in Oslo, Norway. He earned a degree in economics from the Norwegian School of Economics (Norges Handelshøyskole, NHH).

Political career

  • Oslo City Council – Berger Røsland was elected to the Oslo City Council, where he held various committee assignments.
  • City Commissioner for Finance (2006‑2009) – He served as the city commissioner (byråd) responsible for finance and administration under governing mayor Erling Lae. In this role, he oversaw the municipal budget, fiscal policy, and financial management of the capital.
  • Governing Mayor of Oslo (2009‑2015) – Following the 2009 municipal election, Berger Røsland was appointed governing mayor, heading the executive branch of Oslo’s municipal government. His administration focused on urban development, transportation infrastructure, and fiscal consolidation. He was re‑elected after the 2011 municipal election and served until the 2015 election, after which he was succeeded by Raymond Johansen of the Labour Party.
  • Party leadership – He has held leadership positions within the Oslo branch of the Conservative Party, including serving as deputy chair.
