The State Minister (Georgia) is a high-ranking executive position within the Government of Georgia. In the Georgian constitutional framework, a State Minister is a member of the Cabinet who typically oversees a specific state apparatus or policy area of high priority, rather than heading a traditional government department or ministry.
Historical Context
The role of the State Minister has evolved significantly since Georgia regained independence. Following the adoption of the 1995 Constitution, the office of the State Minister was created to serve as the most senior official in the executive branch after the President. During the administration of President Eduard Shevardnadze, the State Minister headed the State Chancellery and was responsible for coordinating the activities of all government ministries, effectively functioning as a de facto prime minister.
Post-2004 Reforms
Following the Rose Revolution and the constitutional amendments of 2004, the executive branch was restructured. The office of the Prime Minister was formally re-established as the head of government, assuming the leadership roles previously held by the State Minister. Consequently, the title of State Minister was repurposed for officials managing specialized portfolios that require cross-departmental coordination or address specific national interests.
Current and Former Offices
Several State Minister positions have existed under various administrations. These roles are typically created or abolished based on the government's strategic priorities.
- State Minister for Reconciliation and Civic Equality: Formerly known as the State Minister for Reintegration, this office is responsible for overseeing policies related to the occupied territories of Abkhazia and South Ossetia. Its mandate includes conflict resolution, peace-building initiatives, and the integration of ethnic and religious minorities into Georgian society.
- State Minister for Euro-Atlantic Integration: This office was responsible for coordinating Georgia's accession process to the European Union and NATO. In late 2017, as part of a government optimization plan, this office was abolished, and its functions were merged into the Ministry of Foreign Affairs.
- State Minister for Diaspora Issues: This office focused on maintaining ties with Georgian communities abroad. Its functions were later integrated into the Ministry of Foreign Affairs in 2017.
Legal Status and Appointment
State Ministers are members of the Government of Georgia and participate in Cabinet meetings with full voting rights. Like other ministers, they are appointed and dismissed by the Prime Minister. While they hold ministerial rank, their offices (often referred to as the Office of the State Minister) generally operate with a more focused staff and a specific mandate compared to the broader administrative responsibilities of a Ministry.
