Special Technology Zones Authority (STZA) is a federal regulatory body established by the Government of Pakistan under the Cabinet Division. It was formed in December 2020 and enacted into law through the Special Technology Zones Authority Act, 2021, which received presidential assent on 6 October 2021. The authority is headquartered in Islamabad, Pakistan.
Mandate and Purpose
STZA is mandated to build a globally competitive knowledge and technology ecosystem in Pakistan by promoting, regulating, and facilitating the establishment and operation of Special Technology Zones (STZs). It operates as the architect, facilitator, and regulator of the STZ ecosystem, licensing technology enterprises, infrastructure developers, and academic institutions to operate within ring-fenced zones.
Governance
The authority is chaired by Azfar Mansoor and functions as a governmental organization under the Cabinet Division of the federal government. Its legal status is active.
Functions and Incentives
STZA provides a regulatory framework that includes a streamlined one-window registration system, tax incentives (including a 10-year profits and gains tax exemption, exemption from minimum tax and alternate corporate tax, and customs duty waivers on capital goods imports), and facilitation of special foreign currency accounts for licensed entities. Licensed enterprises are permitted full foreign currency retention without the requirement to convert to Pakistani rupees.
Special Technology Zones (STZs)
The first declared STZ is the 140-acre Islamabad Technopolis located in Chak Shehzad, Islamabad. Other declared STZs include:
- Pakistan Digital City in Haripur, Khyber Pakhtunkhwa
- Lahore Technopolis in Lahore, Punjab
- Pak-Austria Fachhochschule Institute of Applied Sciences and Technology (PAF-IAST) in Haripur
As of the authority's current reporting, multiple operational and under-construction zones exist across cities including Islamabad, Rawalpindi, Lahore, Haripur, Karachi, Attock, and Faisalabad, with licensed technology categories spanning information technology, high-tech/advanced production (electronics, semiconductors, biotechnology, electric vehicles), and emerging technologies (fintech, blockchain, IoT, AI, agritech, edtech).
