San Sebastian, officially the Municipality of San Sebastian (Waray: Bungto han San Sebastian; Tagalog: Bayan ng San Sebastian), is a coastal municipality in the province of Samar, Philippines. It is classified as a 6th class municipality and is part of the 2nd congressional district of Samar.
History
The settlement was originally known as Balugo, named after its location at the mouth of the Balugo River. It was a visita (a satellite settlement) annexed to the town of Paranas. The settlement was renamed San Sebastian by Fray Domingo Ruiz, O.F.M., a Franciscan missionary who named it after his birthplace, the coastal city of San Sebastián in Spain. Ruiz advocated for elevating Balugo from a visita to a pueblo (independent town) under the spiritual jurisdiction of the cura paroco of Catbalogan.
Between 1894 and 1895, San Sebastian was granted pueblo status and became an independent parish separate from Paranas. During the Philippine Revolution, it was reabsorbed as a barrio of Paranas. During the American occupation, it was absorbed into the town of Wright (now Paranas). In 1950, through Republic Act No. 543 enacted by the Philippine Congress, the neighborhoods of San Sebastian, Jitaasan, Dolores, Camanjagay, Bontod, Campidasa, Campiyak, Maslog, Balogo, Maropangpang, Binongtoan, and Bolwan were combined and re-established as an independent municipality.
Geography
San Sebastian has a total land area of 39.07 km² (15.09 sq mi), constituting approximately 0.65% of Samar's total area. It is bounded by the Samar Sea to its coast and is situated at approximately 11°42′N 125°01′E.

Climate
San Sebastian has a tropical rainforest climate (Köppen classification: Af). Temperatures remain relatively consistent year-round, with mean daily maximum temperatures ranging from 27°C to 30°C and mean daily minimum temperatures from 22°C to 24°C. The municipality experiences significant rainfall throughout the year, with an average annual precipitation of approximately 1,755 mm and about 270 rainy days annually.
Demographics
According to the 2024 census, San Sebastian has a population of 9,110 people, with 1,968 households. The population density is approximately 233 inhabitants per km². The municipality has a median age of 20.53 years, indicating a relatively young population. The primary native languages are Waray and Tagalog.

The municipality's annual regular revenue in 2022 was approximately PHP 89.56 million. Electricity is provided by Samar 2 Electric Cooperative (SAMELCO 2).
Government
The municipal government is headed by a mayor and vice mayor, with a Sangguniang Bayan (municipal council) composed of councilors. As of the most recent data, the mayor is Endi Gaviola and the vice mayor is Laleine N. Babon. The municipality has 7,746 registered voters as of 2025.
