Saky Raion (Ukrainian: Сакський ра́йон, Russian: Са́кский райо́н) is an administrative district (raion) located in the Autonomous Republic of Crimea, a territory internationally recognized as part of Ukraine. The raion’s administrative centre is the town of Saky.
Geography
The district occupies the north‑western part of the Crimean Peninsula, bordering the Black Sea to the west. It encompasses an area of approximately 1,400 km² (540 sq mi), featuring a mix of coastal plains, steppe, and low hills. Major settlements within the raion include the towns of Saky, Novyi Svit, and the urban-type settlement of Zatyshshove.
Population
According to the 2021 Ukrainian census, Saky Raion had a population of roughly 55,000 inhabitants. The demographic composition is diverse, with ethnic Ukrainians, Russians, Crimean Tatars, and other minorities.
Administrative Structure
Prior to the 2020 administrative reform in Ukraine, Saky Raion comprised several local councils (silrada) and urban municipalities. Following the reform, the raion’s territory was merged into the newly formed Saky urban hromada, though the reform has not been implemented on the ground due to the political situation in Crimea.
History
- Soviet period: Established in 1939 as part of the Crimean Autonomous Soviet Socialist Republic (ASSR). The area experienced industrial development, particularly in shipbuilding and manufacturing, during the mid‑20th century.
- Post‑Soviet era: After the dissolution of the USSR, Saky Raion became part of independent Ukraine in 1991.
- Annexation of Crimea: In March 2014, the Russian Federation annexed Crimea following a disputed referendum. Russia has administered the district as “Saki Raion” within the Republic of Crimea, a status not recognized by the United Nations or the majority of the international community.
Economy
The raion’s economy is traditionally based on agriculture (grain, vegetables, viticulture), tourism (especially the resort town of Novyi Svit), and light industry. The presence of the Saky air base, a former Soviet airfield, has also contributed to local employment.
Transportation
Saky Raion is served by a network of regional roads connecting it to Simferopol, Sevastopol, and the coastal resort areas. The Crimean Bridge, completed in 2018, provides a land connection between the peninsula and mainland Russia, passing to the north of the district.
Cultural and Historical Sites

This dual claim affects governance, legal jurisdiction, and the provision of services within the district.
