Rokan Hilir Regency

Rokan Hilir Regency (Indonesian: Kabupaten Rokan Hilir) is an administrative regency (kabupaten) in the province of Riau, Sumatra, Indonesia. Established in 2002 following the division of the former Rokan Hilir District of Bengkalis Regency, it occupies a territory in the eastern part of the province, bordering Rokan Hulu Regency to the north, Siak Regency to the east, Bengkalis Regency to the south, and the Strait of Malacca to the west.

Geography
The regency covers an area of approximately 7,600 km². The Rokan River, one of Sumatra’s major waterways, traverses the regency, providing fertile floodplains that support agriculture. The terrain includes lowland tropical forest, peat swamps, and coastal mangrove ecosystems.

Administrative centre
The capital of the regency is the town of Bangkinang, which functions as the primary hub for governmental administration, commerce, and transport.

Population
According to the 2010 Census, the regency had a population of 593,100. The 2020 Census recorded 657,412 inhabitants, and a mid‑2022 estimate placed the number at roughly 672,000. The population is composed mainly of ethnic Malays, with significant Minangkabau, Javanese, and Chinese communities.

Administrative divisions
Rokan Hilir Regency is divided into 13 districts (kecamatan). Each district is further subdivided into villages (desa) and urban communities (kelurahan). The districts collectively manage local governance, development planning, and public services.

Economy
The regency’s economy is dominated by primary sector activities:

  • Agriculture: Large‑scale cultivation of oil palm, rubber, and rice occupies the majority of arable land. Smallholder farms also produce cassava, corn, and various horticultural crops.
  • Fisheries: Coastal and riverine fisheries provide protein sources and livelihood for many residents, with fish processing facilities located in Bangkinang and surrounding towns.
  • Forestry and peatland exploitation: Timber extraction and peat harvesting occur in designated areas, subject to national environmental regulations.
  • Mineral resources: The region contains modest deposits of natural gas and oil, contributing to provincial energy production, although extraction is largely managed by national and multinational companies.

Infrastructure
Transportation infrastructure includes provincial roads linking Bangkinang with neighboring regencies and a network of smaller roads connecting villages to district centres. River transport on the Rokan River remains important for moving agricultural and timber products. Limited air service is provided by nearby airports in Pekanbaru, the provincial capital.

Education and health
The regency hosts a range of public and private primary and secondary schools, as well as vocational training centres. Healthcare facilities include a regency hospital in Bangkinang and several community health posts (puskesmas) serving the districts.

Culture
Cultural life reflects the diverse ethnic composition, with Malay and Minangkabau traditions evident in local festivals, music, and culinary practices. Islamic religious observances dominate public holidays, while Chinese New Year and other cultural events are also celebrated in community settings.
