Roger Lumbala Tshitenga (born around 1958) is a Congolese politician and former rebel leader. He is known for his involvement in various political and military factions during the periods of conflict in the Democratic Republic of Congo (DRC), particularly the Second Congo War (1998-2003), and for later serving as a government minister. He is currently facing charges of war crimes and crimes against humanity before the International Criminal Court (ICC).
Early Life and Political Beginnings
Lumbala's early life details are not extensively publicized. He emerged on the political scene in the DRC during periods of significant instability and conflict.
Role in the Second Congo War
During the Second Congo War, Lumbala played a prominent role in several armed groups:
- Rally for Congolese Democracy – National (RCD-N): He was the leader of this rebel faction, which was supported by Uganda and operated primarily in the northeast of the DRC, particularly in the Ituri region. The RCD-N was one of many groups vying for power and control during the complex conflict.
- Movement for the Liberation of Congo (MLC): Lumbala also served as a senior leader within the MLC, led by Jean-Pierre Bemba. The MLC was a major rebel group, also supported by Uganda, and controlled large swathes of territory in northern Congo. It is his alleged involvement with the MLC's military operations in Ituri between 2002 and 2003 that forms the basis of the ICC charges against him.
Post-War Political Career
Following the official end of the Second Congo War and the establishment of a transitional government, Lumbala integrated into mainstream politics:
- Minister of Sport: He served as Minister of Sport in the transitional government of President Joseph Kabila in the early 2000s, a period marked by efforts to unify the country's various factions.
- Opposition Figure: In subsequent years, Lumbala became an opposition figure, often critical of the ruling government. He remained a Member of Parliament for a period.
International Criminal Court (ICC) Charges
In 2014, the International Criminal Court issued an arrest warrant for Roger Lumbala. The charges relate to his alleged involvement in crimes committed during the Ituri conflict in the DRC between 2002 and 2003, specifically:
- Crimes against humanity: Murder, rape, sexual slavery, displacement, persecution.
- War crimes: Murder, rape, sexual slavery, pillaging.
The ICC alleges that Lumbala was a senior military commander within the MLC and, as such, is responsible for crimes committed by MLC forces in the Ituri region.
Arrest, Extradition, and Trial Proceedings
- Arrest in France: Roger Lumbala was arrested in Paris, France, in December 2020, following the ICC's long-standing arrest warrant.
- Extradition to The Hague: After a protracted legal process in France regarding his extradition, he was surrendered to the ICC in The Hague, Netherlands, in March 2023.
- Initial Appearance: Lumbala made his initial appearance before Pre-Trial Chamber II of the ICC on 1 April 2023.
- Confirmation of Charges: As of late 2023, the pre-trial phase is ongoing, where the Chamber will determine whether there is sufficient evidence to confirm the charges against him and send the case to trial. He has denied the allegations.
