Drug Theft and Tampering Incidents Allen's criminal activities involved stealing controlled pain medications, primarily Fentanyl, from hospital supply carts. To avoid detection, he would often replace the stolen narcotics with saline solution in syringes, which were then returned to the medication supply. In some instances, he allegedly reused syringes to inject himself, then refilled the syringe with saline and returned it, thereby contaminating the medical supply and risking the transmission of bloodborne diseases to patients.
