Riverbank State Park, officially known as Denny Farrell Riverbank State Park, is a 28-acre (11 ha) public park located in the New York City borough of Manhattan. Situated in the neighborhood of Hamilton Heights, it stands on the Hudson River shoreline between 137th and 145th Streets. The park is notable for its unique architectural design, as it is constructed entirely on the roof of the North River Wastewater Treatment Plant.
History and Development The development of the park was the result of a compromise between New York City officials and the local West Harlem community. Plans for the North River Wastewater Treatment Plant were initiated in the 1960s, but faced significant local opposition due to environmental and health concerns. To mitigate the impact of the facility on the neighborhood, the city and state agreed to build a recreational complex on top of the plant.
Designed by architect Richard Dattner and inspired by the concept of Japanese roof gardens, the park opened to the public in May 1993. In 2017, the park was renamed to honor Herman "Denny" Farrell Jr., a longtime member of the New York State Assembly who represented the surrounding area.
Facilities and Amenities The park is one of the most heavily used state parks in New York and offers a wide range of recreational, cultural, and educational facilities. Key features include:
- Athletic Facilities: An Olympic-size swimming pool, a 400-meter track surrounding a football and soccer field, and a 2,500-seat athletic complex containing a fitness center and courts for basketball, volleyball, and handball.
- Skating Rink: A covered outdoor rink used for ice skating in the winter and roller skating during the summer months.
- Cultural and Social Spaces: An 800-seat performing arts theater, a 150-seat restaurant, and several picnic areas.
- Recreation: A carousel featuring custom-designed animals, multiple playgrounds, and a greenhouse.
The park is elevated 69 feet above the Hudson River, providing views of the river, the George Washington Bridge, and the New Jersey Palisades.
Management Riverbank State Park is operated by the New York State Office of Parks, Recreation and Historic Preservation. It remains a significant example of urban infrastructure integration, successfully combining essential municipal utility services with public green space and community facilities.
