Career and Allegations
Chistopolov's alleged involvement in Russian state-sponsored assassinations and poisonings was brought to light through extensive investigative journalism by groups such as Bellingcat and The Insider, often in collaboration with Der Spiegel and CNN.
Skripal Poisoning (2018)
In March 2018, former GRU officer Sergei Skripal and his daughter Yulia were poisoned with Novichok in Salisbury, United Kingdom. While two other GRU officers, Anatoliy Chepiga ("Ruslan Boshirov") and Alexander Mishkin ("Alexander Petrov"), were publicly identified by the UK as the perpetrators, subsequent investigations by Bellingcat and The Insider linked Pavel Chistopolov as a third key figure involved in the operation. He was allegedly responsible for providing support and coordination, possibly operating under the alias "Sergey Fedotov" (whose real name was later identified as Denis Sergeev) or a separate supporting role within the broader GRU team.
Alexei Navalny Poisoning (2020)
In August 2020, Russian opposition leader Alexei Navalny was poisoned with a Novichok nerve agent while traveling in Siberia. Investigations by Bellingcat, The Insider, and others identified a specialized GRU unit, including Chistopolov, as having allegedly tracked Navalny for years and being present in the vicinity of his poisoning. The reports implicated Chistopolov as part of the operational team responsible for the attack.
Sanctions
Due to his alleged involvement in internationally condemned acts of chemical weapon use and extraterritorial assassinations, Pavel Chistopolov has been subjected to sanctions by multiple international bodies and nations:
- United States: The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) designated Chistopolov in 2021 for his role in the poisoning of Alexei Navalny.
- United Kingdom: The UK government has also imposed sanctions on individuals involved in the Skripal and Navalny poisonings.
- European Union: The EU has implemented sanctions against GRU officers, including those linked to these incidents, for their roles in the proliferation and use of chemical weapons.
