Paniai Regency (Indonesian: Kabupaten Paniai) is an administrative regency (second‑level subdivision) of Central Papua Province, Indonesia. Its capital is the town of Enarotali. The regency covers an area of approximately 6,525 km² (2,520 sq mi) and, according to the 2020 Census, had a population of 173,043; the mid‑2022 official estimate places the population at roughly 176,500 inhabitants.
History
Paniai Regency was established on 12 November 2008 by the Indonesian government through the division of the former Nabire Regency. The creation of the regency was part of a broader decentralisation effort aimed at improving local governance and public service delivery in the highland regions of Papua.
Geography
Located in the central highlands of the island of New Guinea, the regency is characterised by mountainous terrain, deep valleys, and a series of freshwater lakes, the most prominent being Lake Paniai and Lake Tigi. The climate is tropical highland, with relatively cool temperatures and substantial rainfall throughout the year. The region lies within the watershed of the Mamberamo River system.
Administrative Structure
Paniai Regency is divided into ten districts (distrik), which are further subdivided into villages (desa) and urban communities (kelurahan). The districts are:
- Enarotali
- Enarotali Barat
- Enarotali Timur
- Kombut
- Kombut Selatan
- Mapia
- Mapia Barat
- Mapia Timur
- Muli
- Muli Barat
Each district is administered by a district head (camat) appointed by the regent (bupati).
Demographics
The regency is inhabited primarily by indigenous Papuan ethnic groups, including the Dani, Lani, and other highland peoples. Indigenous languages belonging to the Paniai language family are spoken alongside Indonesian, which serves as the official language for education, administration, and inter‑ethnic communication.
Economy
The economy of Paniai Regency is largely based on subsistence agriculture, with the cultivation of sweet potatoes, maize, and other tuber crops forming the staple food base. Cash crops such as coffee, cocoa, and pepper are cultivated on a commercial scale in some districts. The region also possesses timber resources and modest mineral deposits; however, large‑scale extraction is limited due to logistical constraints and environmental considerations.
Infrastructure and Transport
Road infrastructure is limited, with a few unpaved routes connecting district centres and linking the regency to neighboring Nabire and Puncak Regency. Enarotali is served by Enarotali Airport (IATA: EWI), which provides scheduled flights to Jayapura, the provincial capital, and other regional hubs. Telecommunications coverage has expanded in recent years, though connectivity remains uneven in remote areas.
Education and Health
The regency maintains a network of primary and secondary schools administered by the provincial education department. Higher education facilities are limited, with most students pursuing tertiary studies outside the regency. Health services are provided through a regional hospital in Enarotali and several community health posts (puskesmas) across the districts.
Culture
Traditional customs, dances, and rituals of the highland Papuan communities remain integral to social life. Annual cultural festivals showcase indigenous music, dance, and handicrafts, contributing to both cultural preservation and modest tourism activity.
