Formation

The Orpo cabinet was formed following the 2023 Finnish parliamentary election held on April 2, 2023. The National Coalition Party (Kokoomus) emerged as the largest party, securing 48 seats. After extensive coalition negotiations lasting over two months, a government agreement was reached between the National Coalition Party, the Finns Party (PS), the Swedish People's Party of Finland (RKP), and the Christian Democrats (KD). The government program was published on June 16, 2023, and the cabinet was formally appointed by President Sauli Niinistö on June 20, 2023, after receiving a vote of confidence in the Parliament.

Composition

The Orpo cabinet consists of 19 ministers from the four coalition parties:

  • National Coalition Party (Kokoomus): 8 ministers, including the Prime Minister.
  • Finns Party (Perussuomalaiset): 7 ministers, including the Deputy Prime Minister.
  • Swedish People's Party of Finland (Svenska folkpartiet i Finland, RKP): 3 ministers.
  • Christian Democrats (Kristillisdemokraatit, KD): 1 minister.

The current Prime Minister is Petteri Orpo, and the Deputy Prime Minister is Riikka Purra.

Key Policy Areas

The government program of the Orpo cabinet outlines several key policy priorities, focusing primarily on economic stability, public finances, and security. Major areas include:

  • Economy and Public Finances: Measures to strengthen public finances, reduce the national debt, and boost employment. This includes spending cuts and structural reforms.
  • Energy and Climate: Promotion of clean energy solutions and investments in green transition, while also ensuring energy security.
  • Security and Defense: Continued strong support for NATO membership and strengthening national defense capabilities.
  • Immigration: Tighter immigration policies, including stricter conditions for residency and integration.
  • Social and Healthcare Services: Reforms aimed at improving the efficiency and sustainability of social and healthcare services.

Controversies and Challenges

Shortly after its formation, the Orpo cabinet faced public scrutiny and political debate over past controversial writings by some of its ministers, particularly from the Finns Party. These issues led to public apologies and discussions within the government about adhering to common values and combating racism. The cabinet is also tasked with navigating a challenging economic environment and implementing significant reforms to public finances, which have been met with varying degrees of public and opposition support.
