Nurlan Nogaev (Kazakh: Нұрлан Асқарұлы Ноғаев; born 30 July 1967) is a Kazakh politician who has served as the Ambassador of Kazakhstan to Turkmenistan since June 2024.
Early life and education
Nogaev was born on 30 July 1967 in Oktyabrsk (present-day Kandyagash), Kazakh SSR, Soviet Union. He attended the Gubkin Russian State University of Oil and Gas in Moscow, where he earned a specialty in mining engineering. In 1999, he majored in economics at the Kazakh State Academy of Management. He also holds a Master's degree in Business Administration from the Moscow State Institute of International Relations.
Career
Early career
Nogaev began his career as an electrician at the Kandagach Station in his hometown. From 1993, he worked as a senior expert on petroleum products, head of department, and general director of Gili-Pasker LLP in Moscow. In 1995, he became deputy general of the small enterprise Otrar Ltd in Almaty, and from 1996, he held various roles including marketing engineer and head of marketing and sales of the Oil and Petroleum Products Department, eventually becoming General Director of Kazakhturkmunai LLP. In February 2006, he was appointed executive director of KazMunayGas, and from August 2006, he served as director of the Oil Industry Department of the Ministry of Energy and Mineral Resources.
Political career
In September 2007, Nogaev was appointed deputy äkim (governor) of West Kazakhstan Region. He became first deputy äkim in April 2010 and was appointed Äkim of West Kazakhstan Region on 20 January 2012. On 26 March 2016, he was transferred to serve as Äkim of Atyrau Region. On 18 December 2019, he was appointed Minister of Energy of Kazakhstan, serving until 7 September 2021, when he was appointed Äkim of Mangystau Region. He served in that role until 16 May 2024, when President Kassym-Jomart Tokayev removed him from the position. On 20 June 2024, Nogaev was appointed Ambassador of Kazakhstan to Turkmenistan.
Personal life
Nogaev is married to Bagdagul Akhmetova and has six children. He is a member of the Nur Otan party.
