The National Medical Rescue Team (Turkish: Ulusal Medikal Kurtarma Ekibi, UMKE) is a Turkish governmental emergency service organization for medical assistance in natural disasters and accidents. UMKE is part of the Ministry of Health of Turkey and is specialized in medical disaster relief at the site of extraordinary events. In addition to providing first aid at the scene, it also delivers health care alongside other medical personnel at nearby hospitals to preserve life, prevent conditions from worsening, or promote recovery.
History
Following the August 17 İzmit earthquake and the November 12 Düzce earthquake in Turkey in 1999, a restructuring of emergency organizations in the country became necessary. The National Medical Rescue Team was established by a governmental executive order in 2004.
Organization and Personnel
UMKE operates with over 4,900 personnel across 21 regions and in all 81 provinces of Turkey. It is capable of providing 24/7 service for natural disasters and extraordinary events both within and outside the country. Staff are selected from specialized health care personnel on a voluntary basis. Personnel from other governmental or private health organizations may join and participate in training and exercises at various times throughout the year. Appointments for participation in disaster relief are ordered by the ministry or the provincial governor of the event site. Voluntary support personnel are also available to carry out necessary logistics, transportation, and technical work.
