Narcís Serra (born 28 May 1947) is a Spanish politician associated with the Spanish Socialist Workers' Party (Partido Socialista Obrero Español, PSOE). He has held several high‑profile governmental positions, including Deputy Prime Minister and Minister of Defence of Spain, mayor of Barcelona, and Member of the European Parliament.
Early life and education
Narcís Serra i Mas was born in Barcelona, Catalonia. He earned a law degree from the University of Barcelona, after which he worked as a lawyer and became involved in political activism during the final years of the Francoist regime.
Political career

Parliamentary entry and early roles (1977–1982): Serra was elected to the Spanish Congress of Deputies representing Barcelona in the 1977 general election, the first democratic election after the transition. He served in the Congress during the constituent legislature and was re‑elected in subsequent terms.

Ministerial appointments (1991–1995): Under Prime Minister Felipe González, Serra was appointed Deputy Prime Minister and simultaneously Minister of Defence (16 March 1991 – 4 May 1995). In these capacities, he oversaw Spain’s defence policy during the post‑Cold‑War period, managed the professionalisation of the armed forces, and dealt with the aftermath of the 1992 Barcelona Olympic Games’ security arrangements.
