Maximato

Definition
The Maximato was a six‑year period in Mexican history (1 December 1928 – 1 December 1934) during which former President Plutarco Elías Calles, known as the jefe máximo (“maximum leader”), exercised de facto control over the nation’s politics while not holding the presidency himself.

Overview
Following the assassination of President‑elect Álvaro Obregón in July 1928, a succession crisis prompted the appointment of interim President Emilio Portes Gil. Calles, barred by constitutional provisions from immediate re‑election, created the Partido Nacional Revolucionario (PNR) to institutionalize his influence. Successive presidents—Portes Gil (1928‑1930), Pascual Ortiz Rubio (1930‑1932), and Abelardo L. Rodríguez (1932‑1934)—served as nominal heads of state but were subordinate to Calles, who directed policy from behind the scenes. The era concluded with the election of Lázaro Cárdenas in 1934, who ultimately expelled Calles and his allies, ending Calles’s personal rule.

Etymology / Origin
The term “Maximato” derives from Calles’s nickname el jefe máximo (“the maximum leader”). It denotes the period in which his authority, though unofficial, was maximal in scope.

Characteristics

  • Personalist dominance: Calles wielded power through patronage networks, the military, and the newly formed PNR, rather than through formal office.
  • Interim presidencies: Three presidents served during the Maximato, each largely acting as Calles’s proxies.
  • Institutional foundation: The creation of the PNR (later the Institutional Revolutionary Party, PRI) established a durable party system that would govern Mexico for much of the 20th century.
  • Political stability and manipulation: While the period avoided overt civil war, it featured electoral manipulation, suppression of dissent, and the use of force against rebellions (e.g., the 1929 Escobar Rebellion).
  • Transition to institutionalism: The Maximato marked a shift from revolutionary caudillo politics toward a party‑centered system, setting the stage for subsequent reforms under Cárdenas.
