Mata Prasad (born 10 March 1931) is a former Indian civil servant who served as the 14th Chief Election Commissioner (CEC) of India from 30 May 1990 to 18 July 1995. He has also held the position of Chairman of the Union Public Service Commission (UPSC) and has been associated with various administrative and constitutional roles in the Government of India.
Early life and education
Mata Prasad was born in the state of Uttar Pradesh, India. He completed his higher education at the University of Allahabad, earning a degree in English literature. He subsequently pursued studies in public administration and law, preparing for a career in the Indian Administrative Service (IAS).
Civil service career
- Indian Administrative Service (IAS) – Mata Prasad entered the IAS in the 1954 batch, allocated to the Uttar Pradesh cadre.
- State postings – During his early career, he held several district-level and state secretariat positions, including District Magistrate and Principal Secretary to the Government of Uttar Pradesh.
- Union Government roles – He served in various ministries at the central level, notably in the Ministry of Home Affairs and the Ministry of Personnel, Public Grievances and Pensions.
Chief Election Commissioner (1990–1995)
Appointed as the Chief Election Commissioner of India on 30 May 1990, Mata Prasad oversaw the conduct of several national and state elections, including the 1991 Lok Sabha (general) elections and multiple state legislative assembly elections. His tenure is noted for the following initiatives:
- Implementation of stricter norms for election expenditure and the introduction of voter‑education programmes.
- Strengthening the Election Commission’s administrative capacity through the establishment of regional offices.
- Enhancing transparency by publishing statistical reports on voter turnout and poll results.
He retired from the post on 18 July 1995, completing a five‑year term.
Chairman, Union Public Service Commission (1995–1999)
Following his tenure as CEC, Mata Prasad was appointed Chairman of the UPSC, serving from 20 July 1995 to 19 July 1999. In this role, he supervised the conduct of civil services examinations and contributed to reforms aimed at improving the examination process and the selection criteria for Indian bureaucracy.
Later work and contributions
After retiring from active government service, Mata Prasad has been involved in:
- Membership of various governmental advisory committees on electoral reforms and public administration.
- Lectures and seminars on governance, electoral integrity, and civil service ethics at academic institutions.
