Man Mohan Adhikari (Nepali: मनमोहन अधिकारी; 1920 – 1999) was a prominent Nepalese communist politician who served as the 31st Prime Minister of Nepal from 1994 to 1995. He holds the distinction of being the first democratically elected communist Prime Minister in Asia.
Early Life and Political Career: Born in 1920 in Lazimpat, Kathmandu, Adhikari spent much of his early life and education in India. He was involved in the Indian independence movement and was imprisoned for his activism. It was during this period that he became drawn to communist ideology. Upon returning to Nepal, he became a key figure in the nascent communist movement. He was a founding member of the Communist Party of Nepal (CPN) in 1949 and played a crucial role in shaping its political direction. He faced numerous arrests and periods of exile throughout his early career due to his political activities against the Rana regime and later the Panchayat system.
Leadership of CPN (UML): Adhikari was a towering figure in Nepal's left-wing politics. He served as the chairman of the Communist Party of Nepal (Unified Marxist-Leninist) – CPN (UML) – for many years. Under his leadership, the CPN (UML) emerged as one of the most powerful political forces in the country, especially after the restoration of multi-party democracy in 1990.
Prime Minister of Nepal (1994-1995): In the 1994 general elections, the CPN (UML) emerged as the single largest party, leading to Adhikari's appointment as Prime Minister. His tenure, though short-lived (nine months), was notable for several key initiatives. His government introduced popular social welfare programs such as the "Afnai Gaun Afai Banau" (Build Your Own Village Yourself) program, which allocated funds directly to village development committees, and elderly allowance schemes. These policies were aimed at empowering local communities and providing direct benefits to the public. His government also initiated land reform measures and focused on improving governance.
Dissolution of Parliament and Legacy: Adhikari's government faced a vote of no confidence in 1995. Instead of facing the vote, he recommended the dissolution of Parliament, a decision that was initially challenged in the Supreme Court. While the court initially reinstated Parliament, a subsequent dissolution led to new elections.
Man Mohan Adhikari passed away in 1999 at the age of 78 due to complications from a heart attack. He is remembered as a visionary leader who brought the communist movement into the democratic mainstream of Nepal and for his commitment to social justice and public welfare. His brief but impactful prime ministerial term laid some foundational policies that resonated with the common people and influenced subsequent governments.
