Lower Klamath Lake is a former shallow lake located in the Klamath Basin of south‑central Oregon, extending marginally into northern California. Historically, it was the second largest of the three major Klamath Basin lakes, situated south of Upper Klamath Lake and north of Tule Lake. The lake occupied a low‑lying floodplain fed primarily by the Williamson River, the Sprague River, and the Lost River, with outflow through the Klamath River system.
Geography and hydrology
The lake lay at an elevation of approximately 4,150 ft (1,265 m) above sea level. Its surface area fluctuated seasonally, ranging from about 200 km² (77 sq mi) during wet periods to a much smaller extent in dry years. The lake’s shallow depth—typically less than 5 m (16 ft)—made it susceptible to extensive shoreline expansion and contraction. Water levels were regulated historically by a series of dikes, canals, and diversion structures constructed for irrigation and flood control.
Historical development
During the late 19th and early 20th centuries, Lower Klamath Lake supported a productive wetland ecosystem and was an important habitat for migratory waterfowl. Beginning in the 1900s, extensive drainage and reclamation projects—driven by agricultural development and the construction of the Klamath Project by the U.S. Bureau of Reclamation—reduced the lake’s extent dramatically. By the 1930s, much of the lakebed had been converted to farmland, and the remaining open water was largely confined to a series of managed wetlands.
Ecology
Prior to extensive drainage, the lake and its surrounding marshes hosted a diverse assemblage of aquatic plants, fish species (including native suckers and introduced salmonids), and avian fauna. The region was a critical stopover for species along the Pacific Flyway, such as snow geese, canvasbacks, and northern pintails. Remaining wetlands within the former lake basin continue to provide habitat for waterfowl and other wildlife.
Conservation and current status
A portion of the historic lakebed is now protected as part of the Lower Klamath National Wildlife Refuge, established in 1908 and expanded under subsequent federal and state initiatives. The refuge, managed by the U.S. Fish and Wildlife Service, maintains water levels through a network of canals and levees to sustain seasonal wetland conditions for wildlife. Ongoing water‑rights negotiations among agricultural users, indigenous tribes, and environmental stakeholders influence the hydrologic management of the area.
