Born Leslie Norman, he first contested the Watford parliamentary seat for the Labour Party in the 1970 general election but was not elected. He successfully won the seat in the February 1974 general election, gaining it from the Conservative Party. He was re-elected in the October 1974 general election. Norman served in the House of Commons until the 1979 general election, when he lost his seat back to the Conservative candidate. He died in 2013.
