The Kirkilas Cabinet was the thirteenth government of the Republic of Lithuania since the restoration of independence in 1990. It was formed after President Valdas Adamkus appointed Algirdas Kirkilas as Prime Minister on 17 July 2006, and it remained in office until its resignation on 16 November 2008.

Major policies and initiatives

- EU structural funds – Oversaw the absorption of European Union cohesion funds for infrastructure, education, and regional development projects.
- Social reforms – Implemented gradual reforms in the health‑care system and introduced measures to increase pension benefits.
- Energy sector – Managed the integration of Lithuania’s energy market with EU standards, including negotiations on the Nord Stream pipeline and reforms of the state electricity company, Lietuvos Energija.
Controversies
- The cabinet faced criticism over alleged irregularities in the procurement of oil products in 2007, commonly referred to as the “Kirkilas oil scandal.” Parliamentary committees investigated possible conflicts of interest involving members of the ruling coalition, but the investigations did not result in criminal convictions.
- Public protests erupted in late 2007 and early 2008 against perceived corruption and the perceived slowing pace of economic reforms.
Resignation and succession
Following the parliamentary elections of 26 October 2008, which saw a shift in party representation, Prime Minister Kirkilas submitted his resignation to President Valdas Adamkus on 16 November 2008. The resignation was accepted, and a caretaker government was formed pending the appointment of a new cabinet. On 9 December 2008, President Adamkus appointed Andrius Kubilius as the head of the subsequent government (the Kubilius II Cabinet).
Legacy
The Kirkilas Cabinet is noted for steering Lithuania through the final stages of its pre‑Eurozone economic preparation and for its handling of EU fund distribution. Its tenure also highlighted challenges of coalition governance in a fragmented parliamentary landscape, particularly concerning transparency and public trust in governmental decision‑making.
