The district is situated in the northern part of the province, within the mountainous Karadagh (Arasbaran) region. Administratively, it is divided into four rural districts (dehestans): Arzil Rural District, Bakrabad Rural District, Dizmar-e Markazi Rural District, and Jowshin Rural District. These subdivisions encompass dozens of villages and agricultural settlements.

According to the 2006 National Census, the population of Kharvana District was 12,881 individuals living in 3,097 households. Subsequent census data from 2016 indicated a population of 9,335 individuals in 3,027 households, reflecting a demographic shift common in rural mountainous regions of the province.

The economy of the district is primarily based on subsistence agriculture, livestock farming, and traditional handicrafts. The region is also known for its historical and geographical features, including several ancient fortifications and proximity to the Aras River basin to the north. Significant landmarks in the vicinity include the Jowshin Fort, an archaeological site located on a mountain peak within the district.
