Early Life and Education: Born in Syracuse, New York, Cavanaugh attended the University of Notre Dame, earning a Bachelor of Arts degree in 1952. He then served in the U.S. Army during the Korean War. After his military service, he pursued legal studies at Syracuse University College of Law, where he earned his Juris Doctor (J.D.) in 1957.

Career: After being admitted to the bar, Cavanaugh began his legal career. He served as an Assistant District Attorney of Onondaga County from 1959 to 1961 and later as First Assistant District Attorney from 1962 to 1968. Following his tenure in the District Attorney's office, he entered private legal practice.

Political Career: Cavanaugh was elected to the New York State Assembly as a Democrat, representing the 116th District. He served in the Assembly from 1975 to 1978. During his time in office, he contributed to legislative efforts concerning local governance and public services.
