John E. Worthen is an American academic administrator, best known for serving as the president of Ball State University and Indiana University of Pennsylvania during the late 20th century.

John E. Worthen was born on March 5, 1932, in Indianapolis, Indiana. He earned a Bachelor of Arts in political science from the University of Kansas (1954) and a Ph.D. in political science from the University of Minnesota (1962). Worthen began his academic career as a faculty member in political science, later transitioning to administrative roles.
From 1978 to 1990, Worthen served as the seventh president of Ball State University in Muncie, Indiana. Under his leadership, the university experienced significant growth in enrollment, the expansion of graduate programs, and the development of new facilities, including the Center for the Visual Arts and the John E. Worthen Arena (named in his honor).
Following his tenure at Ball State, Worthen became president of Indiana University of Pennsylvania (IUP) from 1990 to 1995. During this period, he focused on curricular modernization, fiscal stabilization, and strengthening community–university relations. After retiring from full‑time university administration, Worthen remained active in higher‑education consultancy and served on several nonprofit boards.
