He served as chairman of Rogers Communications Inc., where he played a key role in the company's expansion into cable television and wireless services. He also sat on the boards of Canadian National Railway, the Bank of Montreal, and the Toronto General & Western Hospital, among others. His influence extended to public policy through involvement with organizations such as the Ontario Chamber of Commerce and the Toronto Board of Trade.

Tory was recognized for his commitment to corporate governance and philanthropy, contributing to educational and health institutions. He retired from active business leadership in the early 2000s and passed away on February 6, 2013, at the age of 82.
