James M. Howard Jr.

James M. Howard Jr. is an American attorney and former politician who served as a member of the Maryland House of Delegates, representing District 21 (encompassing portions of Prince George's and Anne Arundel counties) from 1999 to 2007.

Early Life and Education Born in Maryland, Howard attended the University of Maryland, College Park, where he earned a Bachelor of Science degree. He later pursued legal studies at the University of Baltimore School of Law, receiving his Juris Doctor (J.D.) degree.

Legal Career Prior to his legislative service, Howard established a career in law. He worked as an Assistant State's Attorney for Prince George's County, gaining experience in the criminal justice system. He also maintained a private law practice, focusing on various legal areas.

Political Career Howard, a Democrat, was first elected to the Maryland House of Delegates in 1998, taking office in January 1999. He was re-elected for a second term in 2002. During his tenure in the House of Delegates, he was a prominent member of the Economic Matters Committee, which has jurisdiction over issues such as banking, insurance, economic development, and utilities. He also served on several subcommittees within the Economic Matters Committee. Howard chose not to seek re-election in 2006, concluding his legislative service in January 2007.

Post-Political Career Following his time in the Maryland General Assembly, Howard continued his legal career, leveraging his legislative experience and legal background in various capacities.
