Ines Mpambara is a Rwandan politician and high-ranking government official who serves as the Minister in Charge of Cabinet Affairs in the Republic of Rwanda. She was appointed to this position by President Paul Kagame in February 2020.
Prior to her ministerial appointment, Mpambara served for over a decade as the Director of Cabinet in the Office of the President. In that capacity, she was responsible for the management of the President's office and served as a key administrative link between the presidency and other government institutions.
Before entering the executive branch, Mpambara’s career was rooted in academia and media education. She was a lecturer at the National University of Rwanda (now part of the University of Rwanda) in the School of Journalism and Communication. She later served as the Director of the School of Journalism and Communication, where she contributed to the development of media professionalization in Rwanda.
Mpambara is recognized for her long-standing tenure within the Rwandan civil service and her extensive experience in senior government administration and strategic coordination.
