Independent Civic Movement (Spanish: Movimiento Cívico Independiente) was a political party in Peru. Its founders included Pedro Beltrán, Javier Ortiz de Zevallos, and Pedro Roselló. The party later evolved into what is now known as the Civic Party OBRAS (Spanish: Partido Cívico OBRAS), a Peruvian centre-left nationalist political party founded on 9 July 1989 and currently led by Ricardo Belmont.
The party, originally registered as the Independent Civic Movement OBRAS, participated in the 1995 general election, where its presidential candidate Ricardo Belmont received approximately 2.58% of the vote. The party also won two seats in the Congress of the Republic out of 120. After the 1995 election, the party did not participate in subsequent elections and eventually lost its registration. However, following a re-registration process, OBRAS regained its legal status on 15 July 2024.
The party's ideology has been described as populist, nationalist, and socially conservative, with a political position of centre-left. It has also been characterized by anti-Fujimorism. In the 2026 Peruvian general election, Ricardo Belmont again ran as the party's presidential candidate.
In a separate and unrelated context, the name "Independent Civic Movement" has also been used by a Nigerian civil society organization. In February 2026, a group called the Independent Civic Movement for Project Seyi Tinubu publicly endorsed Seyi Tinubu, son of Nigerian President Bola Tinubu, as a candidate for the Lagos State governorship election in 2027. This group described itself as a non-political civil society organization mobilizing support and gathering signatures for its preferred candidate.
