Ihor Ivanovych Umansky (Ukrainian: Ігор Іванович Уманський; born 9 January 1975 in Pripyat, Ukrainian SSR, Soviet Union) is a Ukrainian economist and civil servant. He holds a degree from Kyiv National Economic University (1997) and earned the academic title of Candidate of Economic Sciences in 2012.
Career
- Early work (1997–2004) was with the National Agency of Ukraine for Development and European Integration and the Office of the Deputy Prime Minister, focusing on infrastructure investment and economic policy.
- He served as Deputy Head of the Group of Advisers to the Minister of Economy, Head of the Department of Structural Policy of the Ministry of Economy, and Deputy State Secretary for the ministry.
- In 2004 he became Director of the Department for Work with Troubled Banks at the National Bank of Ukraine, and in 2005 was appointed Deputy Chairman of the Board of UkrTransNafta.
- From 2008 to 2010 he was First Deputy Minister of Finance of Ukraine. He returned to the same post from 2014 to 2015.
- Between 2016 and 2019 he acted as an adviser to the President of Ukraine.
Minister of Finance
On 4 March 2020, President Volodymyr Zelenskyy appointed Umanskyi as Minister of Finance of Ukraine in the Shmyhal Government. His tenure was brief; he was dismissed on 30 March 2020. He later reported that he had not received a formal explanation for his removal.
Post‑ministerial activities
After leaving the ministry, Umanskyi pursued postgraduate studies and lectured at the Odesa National Academy of Communications. He has publicly alleged large‑scale VAT fraud in Ukraine, prompting the Verkhovna Rada to establish a Temporary Investigative Commission, which reported monthly losses of approximately 2.5 billion Ukrainian hryvnias. He also accused a construction cartel of misappropriating funds from the national COVID‑19 response budget.

Umanskyi is identified as an independent politician.
